* fix(Shadowrocket): add missing bandwidth params for Hysteria2

Fixes a critical issue where Hysteria 2 silently downgrades to non-Brutal congestion control (BBR/Reno) on Shadowrocket clients.

* Refactor bandwidth parameters assignment

Update bandwidth parameters to only include positive values.
